ELCA Advocacy Update: Critical Federal Decisions Impact Housing, Climate, and Peace

In a rapidly shifting legislative environment, the ELCA Advocacy office has shared critical updates on housing, climate, peacemaking, and more. Here are highlights of this month’s Advocacy Connections, along with ways you can make an impact.

Continuing Resolution and Housing Impact

Congress passed a three-month Continuing Resolution (CR) in December 2024, temporarily funding the government and extending Farm Bill authorization until September 30, 2025. This measure provides $110 billion for disaster relief but leaves key programs, including HUD housing initiatives, underfunded. COP29 and Climate Commitments

Global leaders at COP29 in Azerbaijan made historic commitments to climate finance, including $300 billion annually by 2035 for developing nations. ELCA staff, alongside other faith organizations, played a vital role in highlighting the moral imperative for climate action. Despite uncertainty in U.S. federal climate policy, local governments and the private sector remain committed to meeting Paris Agreement goals.

Preventing Arms Sales to Sudan

ELCA advocacy supports legislative efforts to block U.S. arms sales to the UAE, which has been arming Sudan’s paramilitary groups. Nonprofit Tax-Exemption at Risk

H.R.9495, passed by the House, could jeopardize the tax-exempt status of nonprofits, including the ELCA, by granting unilateral authority to designate organizations as “terrorist-supporting.” The ELCA remains vigilant and committed to protecting nonprofit integrity.

FY25 Budget and Immigration
